About this opportunity

The U.S. Army Corps of Engineers, Fort Worth District, is soliciting a cooperative agreement to conduct comprehensive arthropod surveys and habitat modeling at Fort Carson and Pinon Canyon Maneuver Site in Colorado. The primary deliverables include field sampling using active and passive techniques, specimen identification and voucher preparation, targeted monitoring of nine species of conservation concern (including monarch butterflies, regal fritillaries, and multiple bumble bee species potentially subject to Endangered Species Act protection), core habitat modeling, management recommendations, ArcGIS geodatabases with survey data, species distribution models, and a final scientific report. Applicants must be members of the Cooperative Ecosystem Studies Units (CESU) Program in the Californian, Colorado Plateau, Rocky Mountain, or Great Plains regions and must maintain an active NIST SP 800-171 DoD assessment performed within the last three years. The Statement of Interest deadline is May 17, 2026, at 2:00 PM Central Time, with questions due by May 2, 2026; RSOIs will be posted on Grants.gov for 30 days prior to the Government requesting full proposals. Evaluation criteria will be detailed in individual announcement documents.

The base period award is approximately $326,000 for 18 months (12 months of technical work and 6 months of administrative closeout) with potential for up to four additional 18-month follow-on periods based on funding availability. The established CESU indirect rate is 17.5%, and quarterly invoicing with SF270 and SF-PPR forms is required along with monthly progress reports. Performance will take place at Fort Carson and Pinon Canyon Maneuver Site in Colorado, with the applicant required to furnish all field sampling equipment and specimen storage supplies while the Government provides Fort Carson-specific training, ArcGIS geodatabases, GIS shapefiles, and habitat access schedules.
