About this opportunity
The U.S. Department of State's Bureau of Democracy, Human Rights and Labor (DRL) is seeking applicants through the International Religious Freedom Fund (I-REFF) Emergency Assistance program to provide emergency financial assistance to victims of religious persecution and defenders of religious freedom worldwide. Eligible applicants include U.S.-based nonprofits, educational institutions, foreign-based NGOs, and public international organizations; applicants must obtain a Unique Entity Identifier and maintain active registration in SAM.gov. The program will support assistance for threats of violence, medical needs from violent assault, legal representation, and replacement of damaged or confiscated equipment. Applications will be evaluated on five criteria: Quality and Feasibility of Program (30 points), Program Planning/Ability to Achieve Objectives (25 points), Organizational Capacity and Record on Previous Funding (20 points), Monitoring and Evaluation Plan (15 points), and Budget (10 points). The application deadline is March 16, 2026, at 11:59 p.m. Eastern Time, with submissions required through Grants.gov or MyGrants using mandatory federal forms and supporting documentation including a ten-page proposal narrative, detailed budget, monitoring and evaluation plan, logic model, and risk analysis.
One cooperative agreement award of $4,853,409 is anticipated from FY2025 Democracy Fund and Gift Funds, with a proposed project performance period of 36-48 months and an anticipated start date of July 1, 2026. The Department of State may entertain non-competitive continuation grants beyond the initial budget period based on satisfactory progress and availability of funds. Performance will occur globally, with activities targeting restrictive environments where religious persecution occurs; successful applicants must comply with 2 CFR 200, federal reporting requirements using the Federal Financial Report, Department of State branding guidelines, and maintain separate accounting records for Foreign Assistance Data Review tracking.
