About this opportunity
The Department of Education's Institute of Education Sciences is soliciting applications for Phase 1 grants supporting transformative research in special education, with applications due December 11, 2026, and a letter of intent due October 29, 2026. Phase 1 projects may receive up to $1,250,000 per year for a maximum of three years ($3,750,000 total), with potential Phase 2 funding of up to $1,500,000 per year for two years ($3,000,000 total) upon successful completion of Phase 1 objectives.
Eligible applicants include institutions of higher education and non-profit, for-profit, public, or private organizations with demonstrated capacity to conduct scientifically valid research. Cost sharing equal to at least 5 percent of total federal funds is required by the end of Year 1.
The FY 2027 program focuses on research and development of transformative solutions to dramatically improve preservice teacher education systems so they can better attract, train, and retain preK-12 general and special education teachers prepared to provide high-quality instruction and substantially improve outcomes for students with or at risk for disabilities. Funded projects must enact bold and innovative thinking, involve interdisciplinary collaboration, employ high-quality research approaches, and demonstrate inherently high risk paired with high-reward, scalable solutions.
Applications must include five required project narrative sections (Transformative Potential, Research and Development Approach, Deliverables and Metrics Plan, Personnel, and Resources), with the narrative limited to 18 pages, plus three required appendices (Engagement and Dissemination Plan, Data Sharing and Management Plan, and Alignment with SEER 27). All key personnel must hold persistent identifiers such as ORCID prior to award, complete research security training, and certify non-participation in malign foreign talent recruitment programs. Projects must demonstrate a co-design process with representatives from key stakeholder groups. Awards are subject to Standards for Excellence in Education Research (SEER 27) compliance, IES public access and data sharing policies, and participation in annual IES PI meetings. The program operates under ALN 84.324T.
Synopsis
Through the Transformative Research in Special Education Grants program, IES seeks to support research and development of transformative solutions to seemingly intractable problems and challenges in special education. Transformative projects enact bold and innovative thinking, involve interdisciplinary collaboration, are inherently risky, and use high-quality research approaches to create high-reward, scalable solutions with the potential to lead to dramatic improvements for students with or at risk for disabilities.
In FY 2027, the Transformative Research in Special Education Grants program will focus on Phase 1 grants to research and develop transformative solutions to dramatically improve preservice teacher education systems so they can better attract, train, and retain preK-12 general and special education teachers who are prepared to provide high-quality instruction and substantially improve outcomes for students with or at risk for disabilities.
