About this opportunity
The U.S. Army Corps of Engineers, Fort Worth District, is seeking a cooperative agreement to provide technical assistance supporting the Installation Natural Resource Management Plan implementation at Joint Base Pearl Harbor-Hickam on Oahu, Hawaii. The work focuses on three primary areas: stormwater management, wastewater management, and hazardous waste management, with specific tasks including data analysis and monitoring, field site inspections, quality assurance activities, and regulatory reporting. Applicants must be members of the Hawaii-Pacific Islands, Colorado Plateau, or Rocky Mountain Cooperative Ecosystem Studies Units (CESU) regions and must submit a Statement of Interest by 2:00 P.M. Central Time on April 27, 2026, with technical questions due by April 6, 2026. Personnel assigned to the project must possess a degree in physical science, engineering, or mathematics with 24 semester hours in related fields, plus one year of relevant experience in Clean Water Act compliance and water pollution control. All recipients and proposed subrecipients must have an active NIST SP 800-171 DOD assessment completed within the last three years to be eligible for award. Evaluation will consider the qualifications and expertise of proposed personnel, relevant past project experience, and demonstrated capabilities for successful project completion.
The cooperative agreement provides approximately $843,655 for the 12-month base period, with the potential for up to six additional 12-month follow-on periods contingent upon funding availability. The established CESU indirect cost rate is 17.5%, which applicants should incorporate into their budget planning. Performance will occur at Joint Base Pearl Harbor-Hickam on Oahu, Hawaii, with the base period commencing from the date of award and extending for 12 months, establishing a potential multi-year engagement extending to approximately seven years if all option periods are exercised.
