About this opportunity

The Department of Energy's National Energy Technology Laboratory (NETL) is seeking proposals under the Infrastructure Investment and Jobs Act for innovative technologies that recover critical mineral byproducts from existing industrial processes. This funding opportunity targets domestic facilities in sectors such as mining, mineral processing, power generation, coal, oil and gas, and specialty metals, with the objective of developing large pilot-scale projects (1:50 scale or larger) to extract valuable critical materials like rare earth elements, cobalt, indium, gallium, and germanium. Applicants must demonstrate the ability to produce market-ready critical materials and provide a minimum 20% cost share. Evaluation criteria will likely focus on technical feasibility, potential for market impact, and the innovative approach to critical mineral recovery. The application deadline is January 15, 2026, with anticipated award dates in June 2026.

The total funding opportunity is valued at $275 million, divided into two topic areas: Mines & Metals Pilots-Coal-Based Industry (up to $75 million for 0-3 awards) and Mines & Metals Pilots-All Industries (up to $200 million for 0-10 awards). Individual award amounts will range from $10 million to $75 million, with a project performance period spanning approximately 48 months from June 2026 to June 2030. The projects will be structured with multiple budget periods and go/no-go decision points to assess progress and technical feasibility, with the ultimate goal of advancing domestic critical mineral production and reducing mineral supply vulnerabilities.
