About this opportunity

The Department of Health and Human Services Public Health Service is soliciting applications for a cooperative agreement to establish an Infertility Training Center, with applications due July 17, 2026, at 6:00 PM Eastern.

Eligible applicants include any public or private nonprofit entities, including state and county governments, city and township governments, special district governments, tribal governments (federally recognized and non-federally recognized), independent school districts, public or Indian housing authorities, and 501(c)(3) and non-501(c)(3) nonprofits. One cooperative agreement award is anticipated with estimated total federal funding of up to $4,000,000 over a 24-month period of performance (12-month first budget period, 12-month second budget period, with an optional competitive third year). The anticipated award date is September 30, 2026, with a project start date of the same date.

The Training Center will deliver training and technical assistance to Title X grantees to educate them on root causes of infertility and holistic treatment options; promote access to body literacy education and fertility awareness-based methods to address reproductive health conditions such as endometriosis, polycystic ovary syndrome, and thyroid conditions; expand root cause infertility testing, treatments, and referrals within Title X-funded clinics; and enhance referral relationships between Title X clinics and root cause infertility specialists, including fertility awareness-based method trained professionals and minimally invasive surgeons.

Applicants must comply with Title X Assurances under 42 CFR part 59, subpart C, confirming that no federal funds will train personnel for programs where abortion is a method of family planning, no funds will support academic degree training, and non-discrimination requirements will be met. Applications require submission via Grants.gov with a project narrative (40-page limit) and appendices (combined 70-page limit with narrative), along with a complete budget package. Funding falls under the Family Planning Personnel Training program (CFDA 93.260). A technical assistance webinar is scheduled for June 22, 2026.

Synopsis

The Infertility Training Center will provide training and technical assistance to Title X grantees to help them: to (1) educate on the root causes of infertility and the broad range of holistic infertility treatments and referrals available to patients both within and outside Title X-funded clinics; (2) promote access to robust body literacy education and fertility awareness-based methods to address root causes of infertility, such as reproductive health conditions, such as endometriosis, polycystic ovary syndrome, and thyroid conditions, well before patients may be aware that they are experience challenges with fertility; (3) expand and enhance root cause infertility testing, treatments, and referrals available within Title X-funded clinics to enable patients to receive as many personalized and comprehensive infertility services needed as possible within the Title X-funded clinic for fertility restoration; (4) enhance referrals between Title X-funded clinics and root cause infertility specialists, including fertility awareness-based method trained professionals and minimally invasive surgeons, to ensure patient-centered care.
