About this opportunity

The Department of State Bureau of East Asia and Pacific Affairs is soliciting applications for a single cooperative agreement totaling $28.5 million to improve the quality of life of persons with disabilities in Ca Mau and Quang Ngai provinces in Vietnam, with applications due November 19, 2026.

Eligible applicants are non-governmental and nonprofit organizations that are not foreign governments or entities owned or controlled by foreign governments. All applicants must have a Unique Entity Identifier (UEI) and active SAM.gov registration, plus valid Vietnamese government tax registration. Cost sharing is encouraged but not required.

The award will fund a five-year performance period concluding December 31, 2031, with an anticipated project start date of December 26, 2026. The program draws from FY 2025 Economic Support Funds and FY 2026 National Security Investment Programs.

The cooperative agreement pursues four interconnected objectives: expanding health and rehabilitation services; enhancing social services and social participation; improving disability policy implementation and reducing participation barriers; and strengthening institutional capacity. Primary beneficiaries are 10,000 persons with severe physical, mobility, cognitive, or developmental disabilities, prioritizing those in Agent Orange-affected areas and children with disabilities. The program targets that 75 percent of beneficiaries show quality-of-life improvements.

At least 50 percent of federal project resources must support direct assistance costs, including assistive products, home modifications, service provider fees, case management, caregiver training, livelihood assistance, and independent living training. The technical proposal is limited to 25 pages. The Department of State will entertain applications for non-competitive continuation grants beyond the initial budget period subject to satisfactory program progress.

Funding is pending availability of funds. Applications proceed through MyGrants.

This opportunity is coded under CFDA 19.124 (East Asia and Pacific Grants Program).
