About this opportunity
The Department of Energy National Energy Technology Lab is soliciting applications for research and development projects to improve recovery efficiency from unconventional oil and natural gas reservoirs and advance produced water management technologies, with applications due September 8, 2026, at 5:00 p.m. ET. The program offers up to $150 million in federal funding with a mandatory minimum 20% cost share ($37.5 million), totaling $187.5 million in project value.
Eligible applicants include domestic institutions of higher education, for-profit entities, nonprofit organizations, state and local governments, and Indian Tribes. Foreign entities may participate only with explicit written waivers. All work must be performed in the United States unless waived. Cost share must be from non-federal sources; federal funding sources cannot be used to satisfy cost-share obligations. Demonstration-level projects are exempt from cost-share requirements; Topic Area 1b requires a 20% cost share specifically.
Four topic areas are available with individual award ceilings: Topic Area 1a (Field Test Site Research and Development for Enhanced Recovery from Unconventional Oil and Gas Reservoirs, up to $30 million federal, 0–2 awards); Topic Area 1b (Advanced Characterization of Fracture Propagation, Proppant Behavior, and Well Diagnostics, up to $36 million federal, 0–3 awards); Topic Area 1c (Enhanced Recovery of Oil and Gas Using CO2, up to $60 million federal, 0–3 awards); and Topic Area 2 (Advanced Field-Testing of Multi-Scale Produced Water Treatment Technologies, up to $24 million federal, 0–2 awards). The estimated period of performance is 60 months (May 3, 2027, through May 2, 2032) with 12–24 month budget periods subject to Go/No-Go reviews. Award instruments are Cooperative Agreements or Other Transaction Agreements under CFDA 81.089 (Fossil Energy Research and Development).
Technologies must demonstrate Technology Readiness Level 5 at project start and achieve a minimum TRL 7 by project completion. Applications must include letters of intent from industry partners providing field site access at time of submission, with formal letters of commitment required prior to award if selected. NETL cannot be a recipient or subrecipient.

Modification 000003: The purpose of this modification is to revise NOFO Part 1. Section I.A.1 is revised to correct the Topic Area 1b cost share to 20% and Section IV.C.2 is revised to delete the Environmental Considerations Summary and Environmental Impact Volume from the Summary of Application Requirements table. - Modification 000003: The purpose of this modification is to revise NOFO Part 1. Section I.A.1 is revised to correct the Topic Area 1b cost share to 20% and Section IV.C.2 is revised to delete the Environmental Considerations Summary and Environmental Impact Volume from the Summary of Application Requirements table. This Notice of Funding Opportunity (NOFO) will seek proposals for specific research and development (R & D) projects to improve recovery efficiency from unconventional oil and natural gas reservoirs and to advance technologies for the treatment of flowback and produced water from oil and natural gas production operations. Despite increasing energy for demand, recovery efficiency for oil and natural gas from unconventional reservoirs can average less than 10 percent. This NOFO will enable rapid field deployment of a variety of novel technologies and processes related to improving primary and enhanced recovery with the goal of significantly improving resource recovery and accelerating industry uptake. This NOFO will also support the field testing and validation of water treatment technologies of produced water from oil and natural gas production operations to avoid deep well injection and potential issues with induced seismicity and interaction with underground sources of drinking water.
