About this opportunity

The Department of State's American Institute in Taiwan is soliciting applications for one cooperative agreement to implement four Global Cooperation and Training Framework Classic workshops in Taiwan during 2027, with an application deadline of September 6, 2026.

Eligible applicants are 501(c)(3) nonprofit organizations. For-profit entities are ineligible, though subcontracting with other entities is permitted if the prime recipient is a nonprofit, non-governmental organization. All applicants must obtain a Unique Entity Identifier and maintain active registration in SAM.gov.

The award amount is $400,000 to $450,000, pending approval of the designated grants officer. One award will be made. The performance period runs 18 months from an anticipated start date of October 1, 2026 through March 31, 2028.

The selected recipient serves as implementation partner responsible for comprehensive operational and administrative support: venue coordination, participant registration, international travel support, interpretation, audiovisual services, workshop materials, vendor coordination, site visits, monitoring and evaluation, and grant reporting. Most workshops will be held in Taipei, with one anticipated in southern Taiwan. AIT and GCTF partners representing Taiwan, Japan, Australia, Canada, and the United Kingdom will provide policy guidance, strategic direction, and substantive oversight. Workshop topics will be jointly identified by GCTF partners and may address resilience, emerging technologies, economic security, trusted supply chains, democratic governance, and other shared priorities.

Review criteria emphasize project planning and ability to achieve objectives (25 points), program quality and feasibility (20 points), organizational capacity and grant history (20 points), budget reasonableness (15 points), monitoring and evaluation completeness (10 points), and sustainability planning (10 points).

The opportunity is funded under CFDA 19.124 (East Asia and Pacific Grants Program).
