About this opportunity
The Department of Health and Human Services Administration for Children and Families is soliciting applications under the Human Trafficking Youth Prevention Education (HTYPE) Demonstration Program to fund local education agencies to establish and expand human trafficking prevention education programs; this is a forecast with no current application deadline specified. Eligible applicants are local education agencies (LEAs), schools operated by the Bureau of Indian Education, and tribally controlled schools—all of which must partner with a nonprofit or nongovernmental organization to be eligible. Individuals, federal entities, and foreign entities are not eligible.
Recipients must provide a 25 percent match from non-federal sources (cash or in-kind). Awards are made as cooperative agreements for five-year project periods, with non-competing continuations available based on satisfactory progress and fund availability. Historical award magnitude ranges from under $500 thousand to approximately $3.5 million, with the portfolio averaging 4–5 awards per year though with significant year-to-year variation. Applications exceeding the award ceiling are disqualified; successful applicants may receive less than requested.
Funded programs must deliver age-appropriate human trafficking prevention education to students and training to school staff on recognizing and responding to trafficking indicators, referral procedures, reporting requirements under federal and state law, and school safety protocols developed in consultation with local law enforcement. Providing prevention education to caregivers is optional. Evaluation is conducted by objective review panels composed of experts, though panel scores and rankings are not binding. ACF reserves the right to prioritize geographic distribution, emerging or underserved populations, and applicant management capacity in award decisions. The CFDA number is 93.327. No grant opportunities are currently open; the most recent solicitations posted in 2023 have passed their deadlines.
Forecast synopsis
The purpose of the HTYPE Demonstration Program is to fund local education agencies (LEAs) to establish, expand, and support programs to educate school staff to recognize and respond to signs of human trafficking and to provide age-appropriate information to students on how to avoid becoming victims of human trafficking. LEAs, with the support of a nonprofit or nongovernmental organization (NGO) partner, will provide human trafficking prevention education regarding:
- Avoiding becoming victims of labor trafficking and sex trafficking;
- Indicators that an individual is a victim or potential victim of labor trafficking or sex trafficking;
- Options and procedures for referring such an individual, as appropriate, to information on trafficking and services available for victims of such trafficking;
- Reporting requirements and procedures in accordance with applicable Federal and State law; and
- Carrying out a plan, developed and implemented in consultation with local law enforcement agencies, to ensure the safety of school staff and students reporting such trafficking.
Delivering human trafficking prevention education to caregivers is optional.
Eligibility
Local education agencies (LEAs), schools operated by the Bureau of Indian Education or tribes. All LEAs must partner with a nonprofit, non-governmental organization to be eligible. Individuals (including sole proprietorships), federal entities, and foreign entities are not eligible to apply.
