About this opportunity

The Department of Housing and Urban Development seeks applicants for the Housing Policy Research Grant program through a competitive cooperative agreement with a Phase 1 application due date of June 1, 2026, and a Phase 2 due date of July 20, 2026 for invited applicants only. Approximately 10 awards of $100,000 to $1,500,000 each will be made from $8 million in total available funding; no cost share or matching is required.

Eligible applicants include state and local governments, public and private institutions of higher education, nonprofits with and without 501(c)(3) status, for-profit organizations, and small businesses. Hispanic-Serving Institutions (HSIs), Historically Black Colleges and Universities (HBCUs), Tribally Controlled Colleges and Universities (TCCUs), and Alaska Native and Native Hawaiian Serving Institutions (ANNH) are eligible to compete.

Research must directly address one of nine specified topics organized into three categories: Housing Affordability (government-induced demand and housing costs, homeownership economics, direct rental assistance evaluation, immigration impacts on housing costs, alternative property tax models, and regulatory barriers to construction); Homelessness (alternatives to Point-in-Time counting methods and quality of life ordinances); and Opportunity Zones (quantifying impacts and using zones for housing supply). Projects must generate actionable insights and evidence applicable to policymakers and communities in the short term.

Performance periods range from 12 to 30 months, with an estimated period of October 1, 2026, through March 30, 2029. The Phase 1 application undergoes pass/fail review for responsiveness, alignment with policy priorities, and feasibility. Phase 2 complete applications are scored on contribution of proposed research (30 points), soundness of approach (30 points), project management and team capacity (20 points), and budget and timeline reasonableness (20 points). Funding is authorized under Sections 501 and 502 of the Housing and Urban Development Act of 1970 and provided through the Full-Year Continuing Appropriations and Extensions Act, 2025 (Public Law 119-4). CFDA 14.536.
