About this opportunity

The Office of Refugee Resettlement (ORR) is soliciting applications for cooperative agreements to provide home study evaluations and post-release services for unaccompanied alien children, with applications due by October 1, 2027, rolling basis. Federal entities and individuals are ineligible; all other applicant types—nonprofits, for-profits, faith-based organizations, tribal governments, state and local governments, and higher education institutions—may apply.

Eligible applicants must demonstrate prior experience in child welfare, child protective services, services to children with disabilities, trafficking victim services, youth outreach, and work with immigrant children and families. Organizations must establish either a multi-regional office model with at least four regional offices in different states or a remote workforce model with staff across at least eight regions to provide nationwide services. Current recipients in the final year of their project period may apply for continuation; recipients not in the final year must propose services in a new facility and location, as ACF does not fund multiple projects offering the same service type in the same location.

The program expects $555 million in total funding supporting approximately 20 awards, with a minimum award floor of $1 million and maximum ceiling of $100 million for the first budget period. Projects are five-year cooperative agreements with five one-year budget periods; continuation funding depends on satisfactory progress and appropriation availability. Providers must conduct comprehensive home studies with in-person interviews and home visits, deliver three levels of post-release services (virtual check-ins, case management, intensive in-home engagements), and maintain specific case ratios. All staff require comprehensive background checks, 20 hours of initial training, and 20 hours of annual training. Merit review uses 125 total points: purpose and need (40 points), response (30 points), impact (20 points), resources and capabilities (25 points), and ACF priority alignment (10 points). The Assistance Listing is 93.676.

Update #2 · Latest ·

This NOFO is modified. Changes are made to Step 1: Review the Opportunity. The Office of Refugee Resettlement (ORR) provides temporary housing and care for children who arrive in the United States alone. These are children who are under 18 years old, don't have legal permission to be in the U.S., and don't have a parent or legal guardian in the U.S. who can take care of them. ORR runs the Home Study and Post-Release Services Program to help these children. Before placing a child with a sponsor, ORR carefully checks potential homes to make sure they're safe and appropriate. After placement, ORR provides ongoing support to help children and their sponsors succeed. This support helps children adjust to living with their sponsor, connect with their community, stay safe and healthy, and navigate the immigration court process. The goal is to make sure children are placed in safe homes and have the support they need to thrive while their immigration cases move forward.
