About this opportunity

The U.S. Department of the Interior's Office of Native Hawaiian Relations administers the Heritage (Tourism) Opportunities in Hawaii (HOIHI) Grant Program to fund tourism initiatives that showcase Native Hawaiian culture, preserve traditional practices, and create authentic visitor experiences grounded in the Hawaiian value of hoihi (reverence and respect). Eligible applicants must be Native Hawaiian Organizations that are nonprofits serving Native Hawaiian interests, employ Native Hawaiians in substantive and policymaking positions, and possess recognized expertise in Native Hawaiian culture and heritage. Projects must implement provisions of the Native American Tourism and Improving Visitor Experience Act while addressing one or more 2026 Administration priorities, such as entrepreneurial capacity building, preservation of traditional practices, visitor engagement promoting reciprocity, and protection of natural and cultural resources. Merit review allocates points as follows: 40 points for project background, 20 for work plan, 10 for monitoring and evaluation, 10 for organizational qualifications, and 20 for budget justification (100 points maximum). Applications must be submitted electronically through Grants.gov by June 8, 2026, at 11:59 p.m. EDT (5:59 p.m. HST), with a maximum 10-page project narrative and required federal forms including SF-424 and SF-424A.

Total program funding is estimated at $1,200,000 with approximately 10 awards expected, ranging from $75,000 to $200,000 per grant. The project performance period spans three years, with an anticipated start date of October 1, 2026, and end date of September 30, 2029, with a maximum duration of 36 months. No cost sharing is required. All projects will take place in Hawaii and must address community development activities that create jobs, elevate living standards, and expand economic opportunities for Native Hawaiian communities. Selected applicants will be notified with awards contingent upon legal and administrative reviews, with most notifications anticipated within 90 days of the funding opportunity closing.
