About this opportunity
The Health Resources and Services Administration is forecasting funding to states and territories for the HIV Care Grant Program—Part B States/Territories Formula and AIDS Drug Assistance Program Formula and Supplemental Awards targeting Pacific Islands Jurisdictions, with no application deadline stated in this forecast.
Eligible applicants are the 50 states, the District of Columbia, Puerto Rico, the Northern Mariana Islands, American Samoa, Guam, the U.S. Virgin Islands, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau. The program funds development and enhancement of comprehensive HIV care and treatment systems for low-income people with HIV, including AIDS Drug Assistance Program (ADAP) services such as medication purchase and health insurance premium assistance, alongside outpatient care, medical case management, oral health services, mental health services, and emergency financial assistance.
Awards are distributed by formula based on the number of reported living HIV/AIDS cases in the jurisdiction as confirmed by CDC and submitted to HRSA. ADAP Supplemental grants are awarded to states meeting specified criteria; ADAP Emergency Relief Fund awards follow a competitive application process with need-based criteria. Ryan White Part B Supplemental funds are also awarded competitively based on legislation-specified criteria. All qualified applications for ADAP ERF and Part B Supplemental funds are forwarded to an objective review committee, with final selection by the HRSA program official holding delegated authority.
Grants are awarded for a five-year period of performance composed of five 12-month budget periods. Recipients must submit a detailed description of HIV-related services provided, a comprehensive plan for service organization and delivery, assurance that a statewide coordinating body will meet periodically, and assurance that services will be provided without regard to ability to pay or health status, in accessible settings with outreach to low-income individuals with HIV.
