About this opportunity
The Health Resources and Services Administration (HRSA) is seeking applications for the HIV Care Grant Program—Part B States/Territories Formula and AIDS Drug Assistance Program Formula and Supplemental Awards to develop and enhance access to comprehensive HIV care and treatment for low-income people with HIV; this is a forecast with no fixed application deadline specified in the source.
Eligible applicants are the 50 states, the District of Columbia, Guam, the Commonwealth of Puerto Rico, the U.S. Virgin Islands, the Northern Mariana Islands, American Samoa, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau. Awards are distributed by formula based on the number of reported living cases of HIV/AIDS in each state or territory as confirmed by the CDC, or for Minority AIDS Initiative funding, by the number of reported living minority HIV/AIDS cases. ADAP Emergency Relief Fund awards and Ryan White Part B Supplemental awards are competitively awarded based on need-based criteria and forwarded to an objective review committee.
Grants fund comprehensive HIV care services including AIDS Drug Assistance Program activities (direct medication purchase and health insurance premium assistance), outpatient medical care, medical case management, oral health services, mental health services, and emergency financial assistance. The program obligates approximately $39.77 billion in combined federal dollars since 1991 across HIV Care Formula Grants (CFDA 93.917). Grants are awarded for a five-year period of performance composed of five 12-month budget periods. Applicants must submit a detailed description of HIV services provided in the preceding year, a comprehensive plan for service organization and delivery, and assurances that services will be provided without regard to ability to pay or current health status, in accessible settings, with outreach to low-income individuals with HIV.
