ACF reserves the right to evaluate applications within the broader portfolio context, including geographic distribution of federal funds across states, counties, and service areas. Applications are screened for eligibility, deadline compliance, required electronic submission, and award ceiling before merit review. ACF may fund applications in whole or in part and may award amounts lower than requested. Management or financial problems may result in non-funding; prime recipients with inadequate subrecipient monitoring capacity may be prohibited from subawards.
