About this opportunity

The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement to implement the Harmonization of systems and services to embed HIV service delivery into primary health care (HARMONIZE) program. The program aims to sustain gains in the HIV response and enable pandemic preparedness by supporting country health systems to manage HIV prevention, care, and treatment services within primary healthcare. Eligible applicants include 501(c)(3) nonprofits, and the evaluation will focus on the applicant's ability to meet the program's three strategic objectives: 1) supporting health facilities to achieve epidemic control by embedding HIV services, 2) building local system capacity for HIV services within primary care, and 3) strengthening health systems to prevent and respond to HIV and other health threats. The deadline for submitting concept notes is February 28, 2025, with questions due by January 31, 2025.

USAID intends to provide $3 million in seed funding per year plus an anticipated $780 million in field support buy-in over the 5-year period of performance, estimated to run from July 2025 to July 2030. The program's activities will take place globally, with a focus on developing countries and regions affected by the HIV epidemic.
