About this opportunity
The U.S. Army Corps of Engineers Fort Worth District is soliciting Statements of Interest for a cooperative agreement to conduct aerial electromagnetic surveys measuring groundwater and surficial water salinity changes in Everglades National Park, with responses due by noon Central Time on October 6, 2026. Applicants must be members of the Cooperative Ecosystem Studies Units (CESU) Program in one of three regions—Gulf Coast, Piedmont-South Atlantic Coast, or South Florida Caribbean—making this funding restricted to existing CESU participants.
The Base Period provides approximately $300,000 for 12 months, with four anticipated 12-month Follow-on Periods contingent on funding availability. The established CESU indirect cost rate is capped at 17.5% on the same base identified in the recipient's federally negotiated indirect cost rate agreement or, if none exists, the Modified Total Direct Cost (MTDC) base. Recipients and any subrecipients and contract vendors must hold a current NIST SP 800-171 DoD Assessment (conducted within the last three years) demonstrating at least Basic-level compliance.
Mandatory project tasks include aerial electromagnetic data collection covering 300–700 square miles, data processing and 1-D inversion, analyses and reporting, participation in RECOVER Regional Team meetings, and submission to a peer-reviewed scientific journal. Optional tasks encompass expansion of survey spatial scope and contributions to the RECOVER System Status Report. Successful applicants should hold a PhD in Biology, Ecology, Environmental Science, or related field, with demonstrated expertise in large-scale airborne electromagnetic survey methods, groundwater and surface water salinity dynamics, and Everglades ecosystem knowledge. Prior experience with the Comprehensive Everglades Restoration Plan (CERP) is preferred.
Questions are due by noon Central Time on September 14, 2026. The funding mechanism is CFDA 12.005 (Conservation and Rehabilitation of Natural Resources on Military Installations).
Synopsis
NOTE: A complete study proposal and proposed budget are not requested at this time.
NOTE: The established CESU indirect rate is 17.5%. For any Cooperative Agreement entered into in response to this RSOI, a maximum 17.5% indirect cost rate will be paid on work covered by such agreement or any modifications thereto. Unless the agreement specifies otherwise, the basis of direct costs against which the agreement's indirect cost rate is applied must be either the same base identified in the recipient's federally negotiated indirect cost rate agreement or, if the recipient does not have a federally negotiated indirect cost rate agreement, the Modified Total Direct Cost (MTDC) base.
TITLE OF PROJECT: Groundwater and Surficial Water Salinity Changes in Everglades National Park using Aerial Electromagnetic Surveys
SYNOPSIS OF PROJECT: This project will support the U.S. Army Corps of Engineers (USACE) Jacksonville District by performing Aerial Electromagnetic (AEM) surveys to understand the current spatial extent and rate of saltwater intrusion in the ground and surface waters of the southern Florida Everglades. Results will be integrated with previous survey data conducted over the last 30 years to comprehend the impacts surrounding significant critical habitat loss. Future freshwater-saltwater interface trends will then be estimated to optimize management decisions tied to restoration efforts of the degraded wetland system.
PERIOD OF PERFORMANCE: The Base Period of the agreement will extend 12 months from date of award. Four 12-month Follow-on Periods are anticipated based on availability of funding.
