About this opportunity

The Health Resources and Services Administration is soliciting applications from states to support oral health workforce activities addressing Dental Health Professional Shortage Areas, with applications due July 17, 2026. Only state governments and state governor-designated entities are eligible, and applicants must demonstrate significant experience addressing oral health workforce issues in underserved populations; only one application per state is accepted. A mandatory 40 percent non-federal cost-sharing requirement applies to all awards, though a waiver of up to $200,000 is available for designated insular areas.

The program will distribute $14,800,000 in fiscal year 2026 funding across approximately 37 awards of up to $400,000 per year. The performance period spans five years (September 1, 2026 through August 30, 2031) in five 12-month budget periods. Expected award date is August 31, 2026.

Allowable activities include loan forgiveness and repayment programs, dental recruitment and retention efforts, dental residency program expansion, community-based dental facilities establishment, teledentistry support, continuing dental education, and dental therapy program development. Applicants must provide evidence of state dental director involvement and coordination.

Merit review criteria are weighted as follows: need assessment (10 points), response and approach (30 points), performance management (15 points), impact and sustainability (15 points), resources and capabilities (15 points), and support requested (15 points).

The program operates under CFDA 93.236. Eligible applicants include the 50 states, District of Columbia, and U.S. territories including Guam, Puerto Rico, the Northern Mariana Islands, the U.S. Virgin Islands, American Samoa, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau. Federally Recognized Indian Tribal Governments and Native American Organizations may apply if otherwise eligible.
