About this opportunity

The Department of Defense Education Activity (DoDEA) is soliciting grant applications to establish, improve, or expand world language programs for Pre-K through 12th grade students in military-connected Local Educational Agencies (LEAs). Eligible applicants must be independent school districts with schools maintaining at least 10% military-connected student enrollment during the 2024-2025 school year and must host or have a pending application to host a Junior Reserve Officers' Training Corps (JROTC) unit. Merit review will be based on five weighted criteria: implementation plan, evaluation plan, needs assessment, goals and outcomes, and budget and sustainability, with an additional 5 competitive priority points available to first-time DoWEA applicants or those without active awards as of June 1, 2026. Applications must be submitted electronically through Grants.gov by April 24, 2026, at 11:59 PM Eastern Time, and include required federal forms (SF-424, SF-424-A, SF-424-B), a project narrative not exceeding 30 pages, and a detailed budget table.

Grant awards will range from $500,000 to $2,000,000, allocated according to the number of military-connected students at target schools, with the five-year period of performance running from September 30, 2026, through May 31, 2031. Award recipients will be notified no later than September 30, 2026. All projects must designate a Project Director at minimum 0.5 full-time equivalent and retain an external evaluator, with ongoing post-award reporting requirements including quarterly invoices, semester performance reports, annual performance and financial reports, and final closeout reports submitted through the DoDEA Grants Online Reporting System.
