About this opportunity

The Department of State Bureau of Democracy, Human Rights and Labor is soliciting applications for the Global Documentation for Accountability Initiative, a cooperative agreement to support documentation of human rights violations and abuses, with applications due August 17, 2026, at 11:59 PM EDT. Total available funding is $4,932,500, with awards ranging from $2,000,000 to $4,932,500 and an anticipated 1–3 awards. Cost sharing is not required.

Eligible applicants include not-for-profit organizations (U.S.-based and foreign-based), educational institutions, and for-profit organizations. All applicants must obtain a Unique Entity Identifier and maintain active SAM.gov registration. Competitive proposals must include subgrants of at least 15 percent of the overall budget and demonstrate capacity to manage secure data systems.

The program establishes two primary objectives: establishing high-quality, reliable documentation on perpetrators of human rights abuses that meets evidentiary standards for U.S. and allied sanctions and visa restrictions; and producing policy-relevant analysis and actionable information to inform burden-sharing among allies. Illustrative priority regions include the Near East and North Africa (Yemen, Syria, Iran), Western Hemisphere (Cuba, Haiti), East Asia and Pacific (Democratic People's Republic of Korea, Burma), and Pacific Islands.

The performance period spans 24–48 months, with an anticipated project start date of September 30, 2026. The funding instrument is a cooperative agreement under FY25 Democracy Funds, which requires substantial involvement from DRL in programmatic planning, implementation, and development of publications and reports prior to dissemination. Proposals must be submitted electronically through Grants.gov or MyGrants and must not exceed 15 pages. The program is assigned to CFDA 19.345, International Programs to Support Democracy, Human Rights and Labor.

Synopsis

This global program will support the documentation of human rights violations and abuses and transform this information into credible, actionable, policy-relevant data that can support U.S. and allied sanctions, visa restrictions, law enforcement, DRL's annual Human Rights Reports, diplomatic engagement, and other accountability measures. By improving the volume, quality, accessibility, and analytical use of locally generated information that meets the evidentiary standards used by the United States and U.S. allies for human rights-based sanctions, visa restrictions, and other accountability tools, the program addresses critical gaps that limit the operational use of documentation efforts and enables burden‑sharing.
