About this opportunity
The National Institutes of Health is soliciting applications for research training programs on noncommunicable diseases in low- and middle-income countries under CFDA 93.989, with this forecast posted February 13, 2026. Eligible applicants include higher education institutions (public and private), state and local governments, 501(c)(3) and non-501(c)(3) nonprofits, tribal governments (federally and non-federally recognized), faith-based and community-based organizations, regional organizations, foreign institutions, and eligible federal agencies.
Programs must support rigorous institutional research training for LMIC scientists collaborating with U.S. researchers on specific noncommunicable diseases, disorders, and health conditions with potential benefit to both LMIC and U.S. health priorities and relevance to at least one participating NIH Institute, Center, or Office. Training curricula must include research mentorship, data management, scientific presentation and publication, and responsible conduct of research. Mentored trainee projects leverage existing collaborative NIH-funded studies in LMICs to examine NCD etiology and epidemiology in low-resource settings. Applications must articulate special opportunities through unusual talents, resources, populations, or environmental conditions available in the proposed LMIC that are unavailable in the U.S. or augment existing U.S. research resources.
Scientific review occurs first through a Center for Scientific Review panel, followed by the Fogarty International Center Advisory Board. Evaluation emphasizes scientific merit and significance, technical adequacy of design, investigator competency, facility and resource adequacy, budget necessity, and alignment with program objectives. Awards generally carry six to nine month project periods. Non-competing continuation awards are available for multi-year grants.
Forecast synopsis
This initiative supports rigorous institutional research training programs for low- and middle-income country (LMIC) scientists that enhance collaborative NIH research with U.S. scientists on specific noncommunicable diseases (NCDs), disorders, and health conditions. Each program should provide research training and mentorship with complementary skills development in data management, scientific presentation and publication, responsible conduct of research and others critical to the NCD focus area. Mentored trainee research projects will leverage collaborative NIH-funded studies in LMICs to better understand the etiology and epidemiology of NCDs in low resource settings. The NCD focus of each training program must have potential benefit to LMIC health priorities as well as health needs of U.S. populations, and be relevant to the mission of at least one of the participating NIH Institutes, Centers, or Offices. Applications must specify the special opportunities through the use of unusual talents, resources, populations, or environmental conditions in the proposed LMIC that are not readily available in the U.S., or which augment existing U.S. research resources.
