About this opportunity
The U.S. Department of State, Bureau of Democracy, Human Rights, and Labor is awarding one cooperative agreement of $2,000,000 to $2,960,039 to establish a global program countering transnational repression through strengthened coordination and capacity building among partner governments, law enforcement agencies, and civil society organizations, with applications due August 12, 2026.
Eligible applicants include not-for-profit organizations, think tanks, civil society and non-governmental organizations, public and private educational institutions, for-profit organizations (if allowed by appropriation), and individuals. All organizations must hold a Unique Entity Identifier and maintain active SAM.gov registration; individuals are exempt. Applicants must dedicate at least 20 percent of the overall budget to subawards and local partnerships and identify at least two local partners.
The performance period spans 24 to 36 months with an anticipated project start date of September 30, 2026. The program targets regional convenings, educational toolkits, and information-sharing platforms to counter transnational repression—authoritarian regimes' cross-border tactics to silence, intimidate, harass, or harm diaspora members, dissidents, journalists, and human rights defenders.
Required submissions include SF-424 series forms, a 15-page maximum proposal narrative, detailed line-item budget in Excel format, budget narrative, monitoring and evaluation plan with narrative and tracker, key personnel information (2-page maximum), and project timeline (1-page maximum). Applicants must provide comprehensive risk analysis, security plans, and contingency plans protecting program staff and beneficiaries.
Review criteria emphasize program idea quality and feasibility, organizational capacity and prior grant experience, program planning and objective achievement, detailed budget justification with reasonable costs, monitoring and evaluation plans, and sustainability prospects. Indirect costs may be charged through a Negotiated Indirect Cost Rate Agreement or up to 15 percent of Modified Total Direct Costs if no NICRA exists.
Assistance Listing 19.345; opportunity number DFOP0019327.
Synopsis
The U.S. Department of State, Bureau of Democracy, Human Rights, and Labor announces an open competition for proposals for programs that will establish a new global program to counter transnational repression by strengthening coordination and building capacity among partner governments, law enforcement agencies, and civil society organizations. Transnational repression occurs when authoritarian regimes reach across international borders to silence, intimidate, harass, or harm members of diaspora communities, dissidents, journalists, and human rights defenders in other countries. These tactics threaten the safety and fundamental rights of individuals worldwide, including Americans and residents of partner countries.
