About this opportunity
The Department of State Bureau of International Security and Nonproliferation seeks proposals for global biosecurity engagement activities through January 31, 2024. Eligible applicants include non-profit organizations, universities, federally funded research centers, and for-profit organizations to undertake projects addressing priorities such as enhancing partners' risk assessment capacity, engaging synthetic biology communities on security, and establishing national controls for bio- and genomic data. Proposals will be evaluated competitively based on activities, organizational capability, budgets, engagement metrics, and diversity plans, with bonus points available.
Awards will range from $500,000 to $15 million over one to three years to support work in over 30 countries across more than 50 proposed projects focusing on biosecurity, biosafety, and bioengagement. Successful applicants conducting laboratory upgrades, training, and policy development can receive funding through the Global Threat Reduction program's $15 million in available resources allocated under CFDA number 19.033.
Synopsis
CTR administers the Biosecurity Engagement Program (BEP) as part of the Global Threat Reduction (GTR) portfolio. BEP's national security mission is to mitigate global biological threats by securing and/or protecting against the misuse of high consequence pathogens, synthetic biological materials, biotechnologies, genomic data, life sciences research, laboratory infrastructure, and related equipment for biological weapons (BW) purposes, and helping foreign partners develop biosecurity policy, guidance and technical capabilities at the national and regional levels to promote the adoption or compliance with international best practices and frameworks that advance U.S. biological nonproliferation objectives.
