About this opportunity

The Environmental Protection Agency is soliciting applications from eligible entities to deliver Brownfields Job Training programs that recruit, train, and place unemployed and underemployed residents in environmental careers, with applications due September 23, 2026. The EPA will award up to 20 cooperative agreements totaling $5,000,000 to $6,000,000, with individual awards capped at $300,000 and project periods not exceeding three years.

Eligible applicants include general purpose units of local government, states, federally recognized Indian tribes, redevelopment agencies, nonprofit organizations (including 501(c)(3) organizations), and qualified community development entities. Applicants from FY26 are excluded from competing. All applicants must conduct labor market assessments, ensure OSHA 40-hour HAZWOPER training is included in curricula, and demonstrate non-duplication with other federally funded environmental training programs.

Training may include assessment and cleanup of solid and hazardous waste, chemical risk management, stormwater management relating to site cleanup, planning and site preparation for low-impact development activities, site preparation for green infrastructure installation, and vulnerability assessment and contamination mitigation planning. The program emphasizes demand-driven training aligned with employer needs, strong partnerships with environmental entities, job readiness organizations, community groups, and employers, and leveraging of additional resources to strengthen local workforces and support cleanup and revitalization efforts in participating communities.

Applications are evaluated on a 200-point scale across seven criteria: Community Need (40 points), Training Program Description (25 points), Budget (15 points), Program Structure and Outcomes (50 points), Partnerships (40 points), Leveraging (5 points), and Programmatic Capability (25 points). Selection notification is anticipated in December 2026; award notification follows in May 2027. The funding instrument is a cooperative agreement under Assistance Listing 66.815.
