About this opportunity
The Federal Railroad Administration is soliciting applications for FY26 Transportation Emergency Response Training grants due August 21, 2026, funding training programs for emergency responders, emergency medical technicians, police and fire personnel, and related personnel in tank car nomenclature, railroad operations, and mitigation of railroad emergencies.
Eligible applicants include states, local governments, private nonprofit institutions and organizations (including institutions of higher education), other public institutions and organizations, and for-profit entities. Preapplication coordination is required. The program is eligible for coverage under Executive Order 12372, and applicants must consult their state's designated single point of contact if the state has selected the program for review.
The grant operates under Assistance Listing 20.329 (Railroad Safety), established in August 2025 as a reorganization of the former Assistance Listing 20.301. Assistance is provided through cooperative agreements or grants, with funding obligated and disbursed as milestones are achieved rather than in a lump sum; reimbursement occurs upon request as project activities progress. A formal grant agreement or cooperative agreement signed by both the grantee and the FRA, including an approved scope, schedule, and budget, is required before an award is considered complete. Notification of a successful application does not authorize commencement of project activities.
Applicants must retain all data, documents, reports, records, contracts, and supporting materials relating to their performance for three years following the close of grant activity. Recipients are subject to 2 C.F.R. Part 200 audit requirements where applicable. Environmental impact information is not required. Renewals and extensions are approved as necessary, with no restriction on the period of time assistance is normally available.
Synopsis
This grant will fund training for emergency responders, emergency medical technicians, police/fire personnel, etc. of tank car nomenclature, railroad operations and other related matters useful to mitigate railroad emergencies.
