About this opportunity

The Federal Highway Administration is soliciting applications for the FY26 Stopping Threats On Pedestrian Competitive Grant Program to fund bollard installation projects in high-traffic pedestrian areas, with applications due September 9, 2026 at 11:59:59 PM EST. The program allows 100 percent federal cost share with no matching requirement.

Eligible applicants are State Departments of Transportation and local government entities including cities, counties, towns, parishes, and villages. The program provides up to $5 million in total funding with no stated minimum or maximum award amount per project and no limit on the number of awards.

The period of performance spans one to four years, with a program authorization deadline of September 30, 2029 and expenditure deadline of September 30, 2034. Projects must install raised concrete or metal bollards on sidewalks adjacent to roadways designed to slow or stop motor vehicles. Bollard systems must meet ASTM F2656, ASTM 3016, U.S. Department of State SD-STD-02.01, or PAS 68 standards; applicants proposing non-certified systems must submit independent third-party engineering and physical testing reports demonstrating effectiveness, and applications combining certified and non-certified bollards must document effective system integration.

FHWA evaluates applications using three merit criteria—Location and Contextual Design, Risk, and Project Effectiveness—rated as Highly Responsive, Responsive, or Non-Responsive. A Project Readiness Assessment evaluates technical capacity, financial completeness, and permitting risk, rated as Highly Recommended, Recommended, or Not Recommended. Applications proceed through Application Intake and Eligibility Review, Technical Review Team evaluation, and assessment of responsiveness to statutory and DOT priority considerations before advancing to DOT leadership for final selection.

The Assistance Listing number is 20.199. Award announcements are anticipated the week of November 16, 2026. Post-award requirements include semi-annual progress reports, Federal Financial Reports (SF-425), and compliance with domestic preference, critical infrastructure security, and federal anti-discrimination requirements.
