Eligibility is limited to the Hawaii Academy of Science, the official coordinator for science fairs in Hawaii and an affiliate of the International Science and Engineering Fair.

No cost share or matching requirement applies. The award provides up to $170,000 per year for a maximum of five years, totaling $850,000 over the full project period. Funding beyond year one is contingent upon fund availability, satisfactory performance, and agency discretion. The earliest recommended start date is October 1, 2026.

The Marine Option Program, established in 1971, provides undergraduate students across all academic disciplines with specialized marine education, mentorship, and hands-on training. The program aims to sustain and expand experiential marine education, technical field training, and professional mentorship for a diverse student body across the University of Hawaii system and its affiliate Pacific institutions.

NOAA will notify applicants of application status by October 1, 2026, with the final award obligated by the same date.

Applicants must register in SAM.gov (to obtain a Unique Entity Identifier), eRA Commons, and Grants.gov prior to submission. Award recipients must comply with uniform administrative requirements under 2 CFR Part 200, NEPA requirements, scientific integrity standards, and performance reporting obligations including semi-annual financial and technical reports submitted through eRA.

The award is authorized under 16 U.S.C. 1855, 305(j) and falls under CFDA 11.455 (Marine Education and Training).
