About this opportunity

The Department of Justice Community Oriented Policing Services (COPS) is distributing $401.4 million across approximately 437 noncompetitive, invitational grants by October 1, 2026, for law enforcement equipment, technologies, and interoperable communications systems. This program is restricted to state, territorial, local, tribal, and other entities specifically identified in the Congressional Joint Explanatory Statement (JES) for designated projects under Public Law 119-74; applicants' legal names in the System of Award Management must match the agency name listed in the JES. No cost share is required.

Awards reach up to $20 million per recipient. The 24-month award period begins January 23, 2026. Funded equipment must meet applicable National Institute of Standards and Technology Office of Law Enforcement Standards requirements. State and local governmental entities must comply with 8 U.S.C. 1373, which prohibits restrictions on information exchange regarding citizenship or immigration status with federal, state, or local government entities.

The program operates on a two-step application cycle: Step 1 (SF-424 completion in Grants.gov) closed July 16, 2026; Step 2 (full application in JustGrants) closed July 23, 2026. Required components include Standard Applicant Information, Data Requested with Application survey questions, Budget Detail Worksheet with narrative justifications, Disclosures and Assurances, and a proposal abstract of 500 words or less suitable for public disclosure without law enforcement-sensitive information.

Assistance Listing 16.710 authorizes the program under the Omnibus Crime Control and Safe Streets Act of 1968 and the Violent Crime Control and Law Enforcement Act of 1994.
