About this opportunity

The Bureau of Land Management is soliciting applications for FY26 Recreation and Visitor Services cooperative agreements on bureau-wide BLM-managed public lands with an application deadline of August 28, 2026 at 5:00 p.m. ET. No cost sharing is required. The program offers $6,600,000 in total funding with an expected 60 awards, ranging from $50,000 (floor) to $2,000,000 (ceiling) per project.

Eligible applicants include state and local governments, tribal governments (federally recognized and not federally recognized), public and private higher education institutions, and nonprofits with or without 501(c)(3) status. Individuals and for-profit organizations are ineligible. Arizona, Idaho, the National Interagency Fire Center, and the National Operations Center will not accept applications.

Projects must specifically enhance recreation and visitor services on BLM-managed public lands and align with Administration priorities, including the Expanding Public Lands Outdoor Recreation Experiences Act, the Great American Outdoors Act, and the John D. Dingell, Jr. Conservation, Management, and Recreation Act. Eligible activities include trail development and maintenance, visitor center and interpretive exhibit development, youth and community engagement programs, recreation planning, and tourism marketing initiatives.

The period of performance runs from an anticipated start date of December 31, 2026, through December 30, 2031 (maximum 60-month duration). Place of performance must be on BLM-managed public lands, with applicants required to identify the relevant BLM district and field office.

Applications will be evaluated on merit review criteria, with highest importance placed on Technical Approach and Leveraging of Resources. All applicants must comply with executive orders regarding DEI programs and American history requirements. The program operates under CFDA 15.225. Applicants must register with SAM.gov and Grants.gov prior to submission and submit proposals through Grants.gov, including the state name in the project title.

Synopsis

Public lands managed by the BLM offer exceptional and unique recreational experiences that benefit the American public while supporting local communities and their economies. The Recreation and Visitor Services Program is prioritizing the implementation of Administration priorities and key legislation, including the Expanding Public Lands Outdoor Recreation Experiences Act (EXPLORE Act), the Great American Outdoors Act, and the John D. Dingell, Jr. Conservation, Management, and Recreation Act. In fiscal year 2026, the BLM will focus on supporting projects that align with administration priorities and these recreation related laws. It is essential to note that all project submissions must specifically enhance recreation and visitor services on BLM-managed public lands and improve the overall experience for BLM visitors to be considered for funding.
