About this opportunity

The Bureau of Land Management is soliciting cooperative agreement applications for forest and woodland resource management projects with an application deadline of August 28, 2026 at 5:00 p.m. ET. Applications from Alaska, Arizona, Idaho, and the National Interagency Fire Center will not be accepted.

Eligible applicants include state and local governments, federally recognized and non-federally recognized tribal governments and organizations, public and private institutions of higher education, nonprofits with and without 501(c)(3) status, and special district governments. Individuals and for-profit organizations are ineligible. No cost sharing is required, though voluntary cost sharing may be considered favorably during review.

Total funding is approximately $3.5 million across an estimated 10 awards, with individual awards ranging from $50,000 to $1 million. Projects operate under cooperative agreements with a maximum period of performance of 60 months, with anticipated start dates of December 31, 2026 and end dates no later than December 30, 2031. Most multiyear projects are funded on a year-by-year basis with no commitment beyond one year.

Priority activities support Executive Order 14225 on timber production and Section 50301 of The One Big Beautiful Bill, including tree planting, pre-commercial and commercial thinning, salvage and sanitation harvest, vegetation control, fuels reduction, project development and layout, and planning and environmental compliance work. The program emphasizes stewardship agreements and Tribal Forest Protection Act projects with substantial BLM involvement in implementation.

Merit review evaluates statement of need, technical approach, public benefit, qualifications and past performance, and resource leveraging, with highest importance placed on qualifications/past performance and leveraging of resources. Merit evaluation scores determine funding recommendations through the state's annual work plan, with final budget approval from the State Director. Award decisions are not subject to appeal. Most awards are anticipated within 90 days of announcement closure.

Assistance Listing 15.233; CFDA 15.233. Applications must be submitted electronically through Grants.gov with the state name included in the application title.
