About this opportunity
The Office of Naval Research has cancelled the FY25 STEM Education and Workforce Program (CFDA 12.330, N0001425SF006) effective June 10, 2026, citing changing strategic priorities within the Department of War, Department of the Navy, and ONR, combined with limited funding availability. No expected date has been established for a new ONR STEM NOFO.
Prior to cancellation, the program supported formal and informal STEM education activities focused on developing learners' knowledge and skills in physical and natural sciences, technology, engineering, social sciences, and mathematics; attracting students to STEM certifications, licenses, and degrees (two-year through post-doctoral); providing research opportunities for post-secondary and graduate students; improving K-12 pre-service and in-service educator quality, post-secondary mentor quality, and informal educator quality in STEM; and expanding institutional capacity to promote STEM fields.
Eligible applicants included academia, nonprofit organizations, for-profit organizations, and foreign entities. Federally Funded Research and Development Centers, Navy laboratories, military universities, and warfare centers were ineligible. University Affiliated Research Centers could submit if not precluded by their DoD contract. Awards took the form of grants or cooperative agreements with no fee or profit allowed.
Evaluation criteria included scientific and technical merit, naval relevance and contribution to DoD missions, fund availability, personnel qualifications and commitment, budgetary realism and cost effectiveness, collaborative partnerships with other institutions and naval or defense laboratories, industry-Government partnering, and appropriateness of success metrics and validation methodologies.
Applicants were required to register with the System for Award Management, maintain a valid Unique Entity Identifier, obtain a CAGE Code, comply with export control regulations, and adhere to research integrity standards and federal reporting obligations. White papers were optional and submitted through the ONR Submission Portal; full proposals were submitted via Grants.gov. Questions regarding previously submitted white papers and proposals should be directed to Ms. Kathleen Miranda, Program Officer, at kathleen.g.miranda.civ@us.navy.mil.
