About this opportunity

The Office of Naval Research, ONR Global, and Marine Corps Warfare Lab seek proposals for long-range science and technology projects that advance Navy and Marine Corps operations, with applications due by December 31, 2026. All responsible sources from academia, industry, and the research community worldwide may submit proposals; Historically Black Colleges and Universities and Minority Institutions are encouraged to participate but no funding is set aside for these categories. Federally Funded Research and Development Centers, Department of Defense laboratories, and civilian agency laboratories are not eligible to receive awards, though FFRDCs may participate in teaming arrangements with eligible principal offerors. University Affiliated Research Centers are eligible unless precluded by their DoD UARC contract.

Funding instruments include procurement contracts, grants, cooperative agreements, and Other Transaction Agreements for basic research, applied research, advanced technology development, and advanced component development and prototypes. Award amounts and periods of performance vary by technology area and proposed technical approach. Proposals undergo evaluation based on scientific and technical merit, potential naval relevance and contribution to ONR's mission, offeror capabilities and experience, principal investigator qualifications, and cost realism. Funding is available under the Department of Defense Basic and Applied Scientific Research program (CFDA 12.300).

Offerors must register with the System for Award Management, obtain a Unique Entity Identifier, and maintain current registration throughout the award period. Submissions use the ONR Submission Portal for white papers and full proposals depending on funding mechanism. Cybersecurity requirements include CMMC Level 2 certification effective November 10, 2025. Proposals are accepted on a rolling basis and ONR reserves the right to fund all, some, or none of the received proposals. The BAA remains open until December 31, 2026, or until replaced by a successor announcement.
