About this opportunity
The Office of Research Integrity (ORI) within the Department of Health and Human Services Public Health Service is seeking social and behavioral research proposals focused on understanding and improving research integrity in biomedical and behavioral research. The grant opportunity targets identifying root causes of research misconduct through three primary research domains: exploring financial, cultural, institutional, and individual factors affecting research practices; assessing the effectiveness of existing policies and training programs; and investigating reporting and response mechanisms for misconduct. Eligible applicants include universities, hospitals, laboratories, public and private institutions, nonprofits, faith-based organizations, and individuals, with a preference for projects that provide insights into research ethics and develop practical strategies for promoting responsible scientific conduct. An independent review panel will evaluate applications using criteria outlined in the Notice of Funding Opportunity, focusing on the proposed research's potential to foster transparency, accountability, and trust in research environments. The application deadline is July 30, 2025, with proposals to be submitted electronically through Grants.gov.
The grant will fund awards in 12-month budget periods with a total performance period of up to 24 months, contingent upon satisfactory progress, fund availability, and government interests. While specific award amounts are not explicitly stated, historical data suggests potential funding ranges from $40,000 to $750,000. Recipients must submit non-competing continuation applications for each budget period after the initial award, with subsequent funding generally matching the initial award amount. The research can involve domestic and international organizations, provided the proposed activity offers a domestic benefit, such as promoting research integrity among Public Health Service-funded institutions. The projects are expected to develop innovative approaches, tools, and resources that will be freely disseminated to the research community to enhance overall research integrity.
Synopsis
The Office of Research Integrity anticipates making award(s) for Fiscal Year (FY) 2025 under the authority of 42 U.S.C. § 241 (Section 301 of the Public Health Service Act). Institutions applying for or receiving Public Health Service (PHS) support for biomedical or behavioral research, biomedical or behavioral research training, or activities related to that research or research training are required to "[f]oster a research environment that promotes research integrity and the responsible conduct of research, discourages research misconduct, and deals promptly with allegations or evidence of possible research misconduct." 42 C.F.R. § 93.300(c). Core to ORI's mission is the support of education and outreach activities that aid PHS-funded research institutions in their efforts "to teach the responsible conduct of research, promote research integrity, prevent research misconduct, and… respond effectively to allegations of research misconduct." (65 Fed. Reg. 30,600, 30,601 (May 12, 2000)). This notice solicits applications for projects to develop and implement programs and tools related to the prevention of research misconduct, protection of whistleblowers, and the furtherance of research integrity in the United States.
