About this opportunity
The Federal Railroad Administration is providing supplemental funds to the existing cooperative agreement 69A36524520020RRDIL to the University of Illinois Urbana-Champaign Center of Excellence, with an application due date of May 8, 2026. This is a non-competitive continuation funding round for an incumbent award holder.
The Center advances research and development that improves the safety, efficiency, and reliability of passenger and freight rail transportation through basic and applied research, education, workforce development, training, and technology transfer. Focus areas include safety, project delivery, efficiency, reliability, resiliency, and sustainability of urban commuter, intercity high-speed, and freight rail transportation.
Eligible applicants are limited to "Other" applicant types as defined in the NOFO. The cooperative agreement structure binds both the grantee and the Federal Railroad Administration to a formal agreement including approved scope, schedule, and budget before the award is considered complete. Cost-sharing is considered in evaluation, with reasonableness and realism of proposed cost relative to availability of funds weighted as a secondary evaluation factor.
Evaluation prioritizes degree of improvement to railroad safety, overall scientific and technical merit, likelihood for near-term adoption and implementation, alignment with Federal Railroad Administration research objectives, and cost reasonableness. Quarterly progress reports and a final report detailing results and benefits are required. The grantee must retain all data, documents, reports, records, contracts, and supporting materials relating to grant performance for three years after completion.
The opportunity is funded under the Railroad Research and Development program (CFDA 20.313).
