About this opportunity

The Bureau of Land Management (BLM) is seeking cooperative agreements through its FY25 Recreation and Visitor Services program to support projects that enhance recreational experiences on public lands. The program prioritizes initiatives that align with key legislation such as the EXPLORE Act, Great American Outdoors Act, and John D. Dingell, Jr. Conservation, Management, and Recreation Act. Eligible applicants include higher education institutions, county and city governments, tribal organizations, and nonprofit entities. Project proposals will be evaluated based on technical approach, statement of need, public benefit, applicant qualifications, and resource leveraging, with a focus on improving recreational access, protecting resources, and providing enriched visitor experiences. The application period is open from June 23, 2025, to July 23, 2025, with electronic submissions due by 5:00 p.m. ET on the closing date.

The total program funding is $3,200,000, with approximately 50 expected awards ranging from $5,000 to $70,000. Projects must specifically benefit recreation and visitor services on BLM-managed public lands, with priorities including trail maintenance, accessibility improvements, youth engagement, visitor services, education, and community partnerships. The program targets BLM regions in Alaska, Arizona, California, Colorado, Montana/Dakotas, Nevada, New Mexico, Oregon/Washington, Utah, and Wyoming. Successful projects will be expected to demonstrate clear milestones, performance metrics, and alignment with DOI priorities for enhancing public land recreational experiences.

Synopsis

Public lands managed by the BLM provide exceptional and one-of-a kind recreational experiences and opportunities to the American public while supporting local communities and their economies. The Recreation and Visitor Services program is also prioritizing implementation of key legislation such as the Expanding Public Lands Outdoor Recreation Experiences Act (EXPLORE Act); the Great American Outdoors Act; and the John D. Dingell, Jr. Conservation, Management, and Recreation Act.In fiscal year 2025, the BLM will focus on supporting projects that align with these laws. It is important to note that to be considered, all project submissions must specifically benefit recreation and visitor services on BLM-managed public lands and enhance the experience of BLM visitors.
