About this opportunity

The Bureau of Land Management (BLM) is seeking cooperative agreements to support management-focused studies on National Conservation Lands through the FY25 Management Studies Support Program. The program aims to develop partnerships with universities, state and local governments, tribal organizations, and non-profit entities to gather data and synthesize information that informs BLM's land management decision processes. Eligible applicants include county and city governments, tribal governments, nonprofits, state governments, and higher education institutions. Proposals will be evaluated on four key criteria: management application (45%), technical merit (30%), alignment with legislative priorities (15%), and demonstrated public benefit (10%). The application period is open from June 10, 2025, with proposals due by July 11, 2025, and the anticipated project period spanning from September 25, 2025, to August 24, 2030.

The grant opportunity will award up to $228,000 across five cooperative agreements, with individual awards ranging from $5,000 to $45,000. Projects are expected to produce specific deliverables including annual progress reports, a final report for BLM staff, and a manager's summary for public distribution. The studies will focus on research that enhances understanding of resources on BLM lands, supporting initiatives in community/citizen science and tribal co-stewardship. While the primary geographic focus is on National Conservation Lands, which include national monuments, wilderness areas, and scenic rivers, the program is open to projects across various BLM-managed landscapes, with a particular emphasis on western United States regions.

Synopsis

The National Conservation Lands programs financially support studies aimed at increasing our understanding of the resources present on BLM lands, the values these areas protect, and the effectiveness of BLM"s resource management decisions. The program seeks to develop and maintain strong partnerships with State, local, university, tribal, and non-profit stakeholders in shared conservation stewardship by engaging partners in conducting management-focused studies on the National Conservation Lands. Results from these studies on National Conservation Lands will inform management strategies throughout BLM as well as other land management entities. The Management Studies Support Program for National Conservation Lands will use partnerships with University, State, local, tribal, and non-profit entities to gather the best available data and synthesize information to support BLM"s land management decision processes, citizen science, and tribal co-stewardship initiatives.
