About this opportunity
The Federal Railroad Administration (FRA) within the Department of Transportation is soliciting applications for highway-rail and pathway-rail grade crossing improvement projects, with applications due June 8, 2026. Eligible applicants include state governments, tribal governments, local governments, public port authorities, metropolitan planning organizations, and groups of these entities. Projects must focus on grade separation or closure through infrastructure improvements, track relocation, installation of protective devices and safety measures, or other means to enhance safety and mobility at grade crossings, including planning, environmental review, and design activities. The FRA will evaluate proposals based on their potential to improve safety at grade crossings, eliminate or separate crossings, enhance mobility of people and goods, reduce emissions and provide community benefits, improve emergency services access, provide economic benefits, and improve community connectivity. All applicants must provide a mandatory 20 percent non-federal cost share and submit standard federal grant application forms including SF 424, SF 424A/424C, SF 424B/424D, FRA Additional Assurances and Certifications, and SF LLL Disclosure of Lobbying Activities.
Award values historically range from $75,000 for planning activities to $52.4 million for comprehensive full-lifecycle projects, with the most recent funding opportunity offering approximately $1.148 billion in total available funds. Project performance periods typically span 2 to 6 years, with planning and design projects generally completing within 2 to 3 years and construction-phase projects extending 4 to 6 years. Funding is disbursed on a reimbursable basis as project milestones are achieved through cooperative agreements or grants, with no restrictions on the period of time assistance is available. Projects are implemented nationwide across diverse jurisdictions, reflecting the program's broad geographic scope and commitment to improving railroad crossings throughout the United States.
Synopsis
The Crossings Program funds highway-rail or pathway-rail grade crossing improvement projects, including but not limited to elimination projects, that improve safety and mobility of people and goods.
