Eligible applicants include state and local governments, county and city/township governments, federally recognized tribal governments, tribal organizations not federally recognized, public and private higher education institutions, 501(c)(3) nonprofits, and non-501(c)(3) nonprofits. Funded projects must support physical preservation of properties listed individually or as contributing resources in the National Register of Historic Places and must demonstrate significance to the nation's founding through 1815.

The program makes available $11.9 million in federal funding ($7 million from FY2025 and $4.9 million from FY2026). Approximately 20 awards are anticipated. Award amounts range from $15,000 to $750,000 in federal funding. Pre-preservation projects receive $15,000 to $75,000; preservation projects receive $75,000 to $750,000, with up to 20% potentially allocated to pre-preservation costs. Administrative costs are capped at 25% of total project costs per statute.

Projects must begin September 1, 2026, with a three-year completion timeline ending August 31, 2029. Recipients must execute preservation easements with terms ranging from five to 25 years depending on funding amount awarded. Work is performed at the property location.

Evaluation criteria (25 points each) address Significance, Need/Urgency/Threat, Feasibility, and Sustainability. Projects must comply with Section 106 and 110 of the National Historic Preservation Act, the National Environmental Policy Act, and the Secretary of the Interior's Standards for Historic Preservation. The program operates under CFDA 15.966.
