About this opportunity

The National Park Service is soliciting applications for the FY2025 & FY2026 Historic Preservation Fund—History of Equal Rights Preservation Grants, with an application deadline of July 21, 2026. No non-federal cost share is required.

Eligible applicants include state governments, city and county governments, tribal governments (federally recognized and not federally recognized), public and private higher education institutions, 501(c)(3) nonprofits, and non-501(c)(3) nonprofits. The program distributes approximately $10 million across approximately 16 awards. Preservation projects must request federal funding between $75,000 and $750,000, with no more than 20% allocated to pre-preservation costs. Pre-preservation-only applications must request between $15,000 and $75,000. Administrative and indirect costs combined cannot exceed 25% of total project cost.

Projects must address historic sites directly connected to the struggle for equal rights in America. Funded activities include architectural services, historic structure reports, preservation plans, and physical preservation work. The period of performance runs from November 1, 2026, through November 30, 2029.

Merit review employs four equally weighted criteria (25 points each): Significance (the resource's direct connection to equal rights history); Need/Urgency/Threat (immediate threats to the property); Feasibility (project achievability within 2–3 years with qualified personnel); and Sustainability (long-term preservation impacts and community benefits). Applicants must address each criterion separately with a 6,000-character limit per criterion.

All projects must comply with Section 106 and 110 of the National Historic Preservation Act, the National Environmental Policy Act, and Secretary of the Interior Standards and Guidelines for Archeology and Historic Preservation. Recipients must execute preservation easements or covenants with terms ranging from 5 to 25 years depending on funding amount.

The assistance listing is CFDA 15.966 (Historic Preservation Fund Grants-in-Aid for Competitive Grants).
