About this opportunity
The Department of State's Bureau of Educational and Cultural Affairs is soliciting applications for approximately five cooperative agreements to support staff expenses and overhead costs for the FY 2027 International Visitor Leadership Program's National Program Agencies, with applications due August 24, 2026 at 11:59 p.m. Eastern Time.
Eligible applicants are U.S. not-for-profit organizations, think tanks, civil society organizations, and not-for-profit public and private educational institutions. All applicants must hold a Unique Entity Identifier and maintain active SAM.gov registration, demonstrate at least four years of experience conducting international exchanges, and establish or maintain a physical office with staff in the Washington, DC metropolitan area by January 1, 2027 (costs to establish this presence are not allowable).
Total available funding is $16,215,000, with individual award amounts ranging from approximately $1,155,000 to $8,875,000. The performance period is 12 months beginning January 1, 2027, with anticipated renewal options for two additional years pending satisfactory implementation.
Recipients will design and implement customized 2–21 day visits for approximately 4,500 participants annually across multiple U.S. regions, working with Global Ties U.S. community-based members and covering themes including agriculture, cybersecurity, economic development, and foreign policy. Key responsibilities include itinerary planning, domestic travel and lodging coordination, social media strategy development, and submission of financial and performance reports.
Allowable costs include staff salaries and benefits, office supplies, communications, authorized staff travel, IT maintenance, indirect costs, and reasonable accommodations. Applicants must submit proposals electronically through Grants.gov including SF-424 form, executive summary, narrative, SF-424A budget, detailed line-item budget, budget narrative, resumes of full-time staff, and three to five past performance references.
Evaluation criteria—equally weighted and non-ranked—assess understanding and program planning, domestic impact, institutional capacity, performance monitoring and evaluation capabilities, and budget cost-effectiveness. The program operates under CFDA 19.402 (Professional and Cultural Exchange Programs – International Visitor Leadership Program), authorized by the Fulbright-Hays Act.
