About this opportunity

The National Oceanic and Atmospheric Administration's National Marine Fisheries Service is soliciting applications for research, education, outreach, innovative projects, and sponsorships not addressed through NOAA's competitive discretionary programs, with applications due by 11:59:59 p.m. EDT on September 30, 2028.

Eligible applicants include institutions of higher education (public and private), nonprofits, commercial organizations, city and county governments, state governments, federally recognized tribal governments, small businesses, for-profit organizations, individuals, and international or foreign organizations or governments. CESU (Cooperative Ecosystem Studies Unit) projects are restricted to non-federal partner institutions of designated regional CESU programs: California, Chesapeake Watershed, Great Lakes Northern Forests, Great Plains, Gulf Coast, Hawaii & Pacific Islands, North and West Alaska, North Atlantic Coast, Pacific Northwest, Piedmont & South Atlantic Coast, and South Florida & Caribbean. Funding eligibility also depends on the statutory authority that permits NOAA to fund the proposed activity. Federal organizations are outside the scope of this announcement.

NOAA will award either grants or cooperative agreements depending on the agency's involvement level. The anticipated award start date is six months after application receipt, with awards structured for one-year periods ending on the last day of a month. Awards generally fall between thirty thousand and seven hundred fifty thousand dollars, though historical awards under this program have ranged from eight thousand seven hundred ten dollars to nineteen million five hundred thousand dollars.

Applications must address two strategic goals: adaptively managing fisheries for sustainability and economic competitiveness (including stock management, habitat mitigation, data collection modernization, and countering illegal fishing), and safeguarding protected species recovery through research, habitat protection, technology advancement, and conservation policies. Merit review involves a minimum of three reviewers per application. Evaluation criteria—without assigned point values—are importance and relevance to mission goals, technical and scientific merit, applicant qualifications, project cost realism, and outreach and education strategy. Applicants must register with SAM.gov, Grants.gov, and eRA Commons before submission. CFDA 11.015.
