About this opportunity

The National Oceanic and Atmospheric Administration is soliciting applications for the FY 2027-2028 NESDIS Broad Agency Announcement (BAA) funding research, education, outreach, innovative projects, and sponsorships not addressed through NOAA's competitive discretionary programs, with applications due September 30, 2028.

Eligible applicants include institutions of higher education, nonprofits, commercial organizations, state and local governments, Indian Tribal governments, and international or foreign organizations or governments. For Cooperative Ecosystem Studies Unit (CESU) projects, only non-federal partner institutions of the following regional CESU programs are eligible: California, Chesapeake Watershed, Great Lakes Northern Forests, Great Plains, Gulf Coast, Hawaii & Pacific Islands, North and West Alaska, North Atlantic Coast, Pacific Northwest, Piedmont & South Atlantic Coast, and South Florida & Caribbean. Cost sharing is not required unless mandated by the funding authority used. Federal organizations are ineligible; those with available funding authority should contact program officials about Interagency Agreements.

NOAA will issue awards as grants or cooperative agreements depending on involvement level. Award periods are generally one year with anticipated start dates six months after application receipt; awards begin on the first day of a calendar month and end on the last day of a month in subsequent years. Continuation grants are available annually for approved multi-year projects, contingent on satisfactory performance and fiscal year appropriations availability.

Applications undergo initial administrative review for eligibility and completeness, followed by merit review by a minimum of three evaluators using five criteria: importance and relevance to program goals, technical and scientific merit, overall qualifications of applicants, project costs, and outreach and education value. Scoring weights are determined case-by-case by the Program Office or Selection Official. Evaluation typically occurs within three to six months of receipt.

Applications must be submitted through Grants.gov and include SF-424, SF-424A, SF-424B, CD-511, SF-LLL, project synopsis (one page), project description (15-page maximum), Data Management Plan (up to two pages), budget and justification, and National Environmental Policy Act Questionnaire. Applicants must register with SAM.gov, Grants.gov, and eRA Commons before submission.

Update #1 ·

A description of NOAA Line and Staff Offices is found at https://www.noaa.gov/about/organization, and applicants may contact the Agency Contacts in Section VII. below for more information. If you submit the same application to more than one Line or Staff Office, mention this in your application and notify the relevant contacts in Section VII. so that NOAA may coordinate internally.

This notice also solicits proposals that are part of the Cooperative Ecosystem Studies Unit (CESU) program. CESU is a U.S. federal partnership network that connects agencies with universities, tribes, nonprofits, and other partners to address natural and cultural resource challenges. Each CESU is structured as a working collaborative with participation from numerous federal and non-federal institutional partners. CESUs are based at host universities and focus on a particular bio-geographic region of the country.
