About this opportunity
The USDA Food and Nutrition Administration is distributing up to $38 million in noncompetitive grant funding to support SNAP earnings verification initiatives, with applications due August 19, 2026 at 11:59 PM Eastern Time.
Eligible applicants are the 53 State agencies that administer SNAP, including U.S. territories. Funds are allocated formulaically based on the number of SNAP participants with earnings in each State, with individual state allocations ranging from $20,426 (US Virgin Islands) to $4,265,577 (California). No cost share is required.
The project period runs 24 months from September 2026 through September 30, 2028, with an anticipated award date of September 25, 2026. Grant funds support electronic verification of earned income of SNAP applicants and recipients through third-party income databases (TPIDs) or alternative verification methods. States may contract with commercial vendors to access these databases in support of payment accuracy and eligibility determination.
Applicants must submit a two-page maximum proposal and budget narrative describing intended use of funds and measurable outcomes, including hit rate calculations (positive matches divided by total queries). Required documentation includes SF-424, SF-424A, SF-424B, SF-LLL, FNS-906, a Financial Stability and Quality Management Questionnaire, and budget allocation details, all submitted through Grants.gov (opportunity number USDA-FNA-SNAP-EVS-2026). Grantees must submit semi-annual progress reports on FNS-908 forms due 30 days after each period, quarterly financial reports (SF-425) within 30 days of quarter close, and a final report due 120 days after project end. The funding derives from the FY 2026 Consolidated Appropriations Act (P.L. 119-37) and the Food and Nutrition Act of 2008. For technical assistance, contact Grant Officer Dawn Addison at dawn.addison@usda.gov.
Synopsis
The USDA's Food and Nutrition Administration (FNA) works to nourish those in need through financially sound programs that promote health and work, as well as champion the productivity of American agriculture. The purpose of these grants is to support SNAP State agencies in meeting these requirements and testing different income verification services to determine the most cost-effective solution. The EVS grants support SNAP State agencies with their efforts to electronically verify the earned income of SNAP applicants and recipients. States may use grant funds to contract with commercial vendors to use third-party income databases (TPIDs) that provide electronic verification of employment and earnings in support of these functions. FNA announces, through this Notice of Funding Availability (NOFA), up to $38 million in grant funds for the fiscal year (FY) 2026 SNAP EVS grant opportunity. . The NOFA provides the maximum allocation amount for each State. Funds are being offered noncompetitively using a formula-based distribution approach and will be available to the 53 State agencies that administer SNAP. The proposed award period of performance is 24 months beginning September 2026 through September 30, 2028.
