About this opportunity

The Department of Transportation Maritime Administration is offering $35 million in grants through the FY 2026 Small Shipyard Grant Program to support capital improvements and infrastructure upgrades at qualified small shipyard facilities. Eligible applicants are small businesses operating shipyards with no more than 1,200 production employees in a single geographic location that construct, repair, or reconfigure vessels 40 feet or greater for commercial/government use, or 100 feet or greater for non-commercial vessels. Applicants must provide a minimum 25 percent non-Federal matching funds (cash only, no in-kind contributions), and all materials, products, and iron/steel must comply with domestic sourcing requirements under 46 U.S.C. 54101(d)(2) and the Build America, Buy America Act. Projects will be evaluated through a three-phase review process assessing how well they foster efficiency, competitive operations, and quality ship construction, with technical merit criteria weighted most heavily, followed by senior review and final selection by the Secretary. Applications must be submitted through Grants.gov by May 11, 2026 at 12:00 p.m. Eastern Daylight Time, with awards expected to be announced by July 10, 2026.

The program plans to distribute approximately $1 million per grant, with historical data suggesting up to 200 applications may be received; however, only a small percentage of applicants will be funded due to anticipated demand exceeding available resources. Grants are intended to support maritime training programs and facility improvements at shipyard locations, with performance periods typically lasting two years. Federal funds cannot exceed 75 percent of total project costs, and grants cannot fund building construction, other physical facilities, or land acquisition.

Synopsis

This notice announces the intention of the Maritime Administration to provide grants to small shipyards. Under the Small Shipyard Grant Program, there is currently $35,000,000 available for grants for capital and related improvements to qualified shipyard facilities that will be effective in fostering efficiency, competitive operations, and quality ship construction, repair, and reconfiguration. Potential applicants are advised that it is expected, based on experience, that the number of applications will far exceed the funds available and that only a small percentage of applicants will be funded. Applications (SF-424 and the Addendum) will be accepted online through Grants.gov by 12:00:00 pm (Noon Eastern Time) on the closing date (May 11, 2026).
