About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) National Ocean Service is seeking proposals to establish and operate Regional Coastal Observing Systems that advance the nation's understanding of coastal ocean and Great Lakes environments through integrated observations, data management, modeling, and stakeholder engagement. Applicants must serve as Regional Associations responsible for operating certified regional systems and must address five mandatory subsystems: Governance and Management, Observing, Data Management and Cyberinfrastructure, Modeling and Analysis, and Engagement. Successful proposals must demonstrate integration with 34 U.S. IOOS core variables, compliance with NOAA data management standards, and leveraging of existing investments. Merit review will be based on importance and relevance to program goals (30 points), technical and scientific merit (25 points), applicant qualifications (10 points), project costs (15 points), and outreach and education (20 points). The proposal deadline is April 13, 2026, with final funding recommendations anticipated in June 2026.
NOAA anticipates awarding approximately $5,000,000 per award per year for up to five years, with the possibility of multiple awards—one per geographic region across eleven designated areas including the Northeast Atlantic, Gulf of America, Caribbean, Great Lakes, Pacific Northwest, Alaska, and Pacific Islands. The five-year cooperative agreement period runs from September 1, 2026, through August 31, 2031, with a total potential award value of up to $25,000,000 per recipient over the performance period. Eligible applicants include institutions of higher education, non-profit and for-profit organizations, and state, local, and tribal governments. Performance locations will be distributed across U.S. coastal regions and the Great Lakes.
