The Substance Abuse and Mental Health Services Administration is awarding non-competitive grants to congressionally designated organizations for mental health, substance use disorder treatment, and substance use prevention services, with applications due July 13, 2026. Eligible applicants are limited to 120 organizations specifically identified in Appendix A of the Notice of Funding Opportunity, each with a designated award amount ranging from $95,000 to $2,980,000. Cost sharing is not required.
The project period runs one year from September 30, 2026 through September 29, 2027, with an expected award date of September 1, 2026. All activities must align with applicable law, SAMHSA Strategic Priorities, and the Make America Healthy Again agenda. Applications must not support harm reduction, "housing first" policies without accountability, racial discrimination, or denial of the sex binary. Food expenses are limited to $10 per client per day.
Required application components include a project abstract (1 page), project narrative (5 pages), budget narrative, SF-424, SF-424A, SF-424B, and project performance site location forms, along with letters of commitment, data collection instruments, consent forms, project timeline (2 pages maximum), biographical sketches, confidentiality and participant protection plans, state point of contact letter, and the Charitable Choice Form (SMA 170) for substance use prevention or treatment programs. Applicants must register with SAM.gov, Grants.gov, and eRA Commons before applying.
