About this opportunity
The U.S. Department of Agriculture's Food and Nutrition Service is seeking grant applications for the FY 2025 SNAP Process and Technology Improvement Grants (PTIGs), focusing on technology-driven projects to enhance SNAP application and eligibility determination processes. Eligible applicants include state agencies, local governments, public and private health/welfare agencies, Indian Tribal Organizations, educational entities, and non-profit organizations. The grant requires applicants to focus on at least one of three key objectives: modernizing SNAP customer communication, improving administrative operations, or investing in technology to coordinate application processes across assistance programs. Proposals will be evaluated based on project design, impact, budget efficiency, and organizational experience, with potential bonus points awarded for data-driven approaches, first-time applicants, and human-centered design perspectives. The application deadline is August 6, 2025, with anticipated awards to be announced in September 2025.
The total funding pool for this grant opportunity is up to $5 million, with individual awards ranging from $20,000 to $2 million. The performance period for awarded projects will span from September 2025 through September 2028, providing grantees approximately three years to implement their proposed technology improvements. Applicants must submit specific required documentation, including SF-424, SF-424A, a detailed budget narrative, and, for non-profit organizations, an IRS Determination Letter or proof of exempt status. State agency applicants must obtain necessary approvals from state officials, and Indian Tribal Organizations must apply in partnership with their state SNAP agency or provide a letter of endorsement.

Update #2 · Latest ·
Unless the applicant is a State agency submitting an application on its own, a letter of commitment or letter of endorsement from the relevant State SNAP agency must be included in the application package to be considered for funding.
- State agencies should have the necessary approvals of State officials (such as councils or legislatures) of funding prior to submitting the application. Applicants should also acknowledge in their application that they have obtained all necessary approvals for funding.
- State and local governments should have the necessary approvals of State officials (such as councils or legislatures) of funding prior to submitting the application. Applicants should also acknowledge in their application that they have obtained all necessary approvals for funding.
- If an ITO applies for a PTIG, they must apply in partnership with their SNAP State Agency and provide a letter of endorsement from their State SNAP agency. Alternatively, the State agency can apply for a PTIG project with an ITO, and the ITO would need to provide a letter of commitment.
- Non-profit organizations must submit a copy of the IRS Determination Letter, form 501(c)(3) or proof of application for exempt status under section 501(c)(3) of the Internal Revenue Code, and a list of their Board of Directors, if applicable. If any other non-profit status applies, i.e., 501©(4) please describe here. All corporations, including nonprofit corporations, must complete an AD-3030.
Application proposals must include at least one of the three objectives identified below. Proposals may contain more than one objective. As noted in Section 4, applicants must map their proposed activities and indicators measuring success to the objective(s) using the "Activities/Indicators Tracker." If awarded, grantees will be required to use the FNS-908 Performance Progress Report to report on progress towards activities that align with the required objective(s) listed on the "Activities/Indicators Tracker." Carefully considering proposed activities and indicators will prepare grantees for their performance progress reporting requirements if awarded.
Objective Areas

2. Improve administrative infrastructure and day-to-day SNAP operations in processing applications and determining eligibility
