About this opportunity

The Department of State's Bureau of Educational and Cultural Affairs (ECA) is seeking proposals for the FY 2025 International Visitor Leadership Program (IVLP) International Airport Arrivals and Departures Program. This cooperative agreement will provide logistical assistance and support at designated U.S. airports for IVLP participants, a professional exchange program that brings current and emerging foreign leaders to the U.S. for short-term visits. Eligible applicants include 501(c)(3) nonprofits, public and private higher education institutions. ECA will only consider one proposal from each applicant organization, with the submission closest to the August 5, 2024 deadline constituting the sole proposal for review. Performance will be evaluated against a set of standard indicators and survey questions outlined in the provided Performance Monitoring Plan.

ECA anticipates awarding one cooperative agreement valued at $512,500 per year for a base year plus two non-competitive continuation years, pending successful performance and availability of funds. The services are to be performed nationwide through a network of sub-awardee host organizations across the United States.

Launched in 1940, the IVLP is a professional exchange program that seeks to build mutual understanding between the United States and other nations through carefully designed short-term visits to the U.S. for current and emerging leaders.

These visits support U.S. foreign policy goals and reflect the participants' professional interests.Only one proposal will be considered by ECA from each applicant organization. In cases where more than one submission from an applicant appears in grants.gov, ECA will only consider the submission made closest in time to the NOFO deadline; that submission would constitute the one and only proposal ECA would review from that applicant.
