About this opportunity

This Request for Concept Notes seeks to support Afghan refugees and returnees in Afghanistan through assistance programs. Applicants must provide services and goods addressing needs of the target population while upholding Sphere Protection Principles through key activities and implementation plans. The Department of State Bureau of Population Refugees and Migration will evaluate concept notes not exceeding four pages due by January 9, 2024 based on experience serving refugees and capacity to conduct similar work in priority areas. Eligible applicants consist of non-profit organizations with experience in sectors such as protection, health, livelihoods, education, and others for refugee populations in locations like Afghanistan.

The anticipated total funding amounts to up to $9 million over three years for six awards ranging annually from $2-3 million each to support refugees and returnees through the 19.523 Overseas Refugee Assistance Program for South Asia federal grant program. Selected applicants must begin performance by September 1, 2024, primarily focusing assistance on refugee returnee populations in Afghanistan across high refugee return areas and Priority Areas of Return and Reintegration.

Synopsis

Update #2 · Latest ·

Concept note activities must primarily support refugee returnee populations in Afghanistan. Because of PRM's mandate to provide protection, assistance, and sustainable solutions for refugees and victims of conflict, concept note proposals should only contain those programs that include a target population base of at least 50 percent refugees/IDPs/refugee returnees. Additionally, programs should take place in high refugee-return areas. Applicants are encouraged to focus activities in one or more of the Priority Areas of Return and Reintegration (PARRs).
